Form is the only real difference between them. The plain 510 USB charger is a short stub, so the battery hangs straight off the port. The corded version puts a length of cable between the two, which is what you want when the outlet is behind furniture or the battery would dangle at an awkward angle. Output is DC 4.2V at 420mA from a DC 5V input, which is the rate these small cells are designed around. Figure roughly two hours to fill a pen style battery from empty, less on a smaller cell and more on a larger one. Watch the light rather than the clock. Red means it is still filling. Green means unscrew it. Overcharge protection is built into the charger so it stops feeding the cell at full, but hours of sitting past that is still hard on a lithium cell, so unplug it once the light turns.
